Les jeunes au coeur du projet socialiste

  Une jeunesse stigmatisée, désespérée, enfermée dans la précarité… C’est le constat d’une génération en souffrance, malmenée par les gouvernements de droite successifs.

J’ai travaillé dans le cadre du projet socialiste «  réussir ensemble le changement » à tenter d’apporter une réponse à cette souffrance.

Le 14 juin dernier, en compagnie de Rebecca Fagot du MJS (Mouvement des jeunes socialistes), nous avons animé ensemble un débat sur les orientations spécifiques proposées par le PS à la jeunesse dans sa diversité.

En effet,  il convient d’abord de bien distinguer à qui on s’adresse : les conditions de vie et les attentes ne sont les mêmes dans les zones rurales, les centre-villes ou les banlieues. Pour que chacun puisse trouver l’orientation et l’information qui lui correspond, nous proposons un guichet unique pour garantir l’accès aux droits et la facilitation des démarches administratives en matière de formation, de logement, de transport, de culture… Des expériences locales, comme celles qui se mettent en place à l’initiative du Conseil Général du Finistère, démontrent que le besoin existe.

Il est criant dans un autre domaine, celui de l’orientation scolaire, dont les failles laissent chaque année 150 000 jeunes sans qualification. Comment espérer s’insérer dans un monde du travail déjà difficile d’accès pour les diplômés ? Un organisme unique piloté régionalement et financé nationalement devra mettre chacun sur la bonne voie, celle de la qualification.

Enfin, et surtout, il faut recréer le creuset républicain. L’idée du service civil obligatoire de 6 mois, entre 18 et 25 ans, dans les secteurs associatifs, humanitaires ou dans les collectivités, est de nature à le faire, comblant de surcroît le besoin d’engagement des jeunes la vie civique. N’en déplaise aux conservateurs et aux aigris, nos jeunes ne sont pas moins talentueux ni moins responsables, ils sont en quête d’un avenir. Il est de notre responsabilité de leur laisser la place qui leur revient. Pour ce qui est de notre projet socialiste, ils en sont le cœur.

C'est aussi une manière de rétablir une Autorité. Nous en manquons de nos jours d'Autorités: le maître n'est plus crédible (l'Ecole ne mène à rien où alors il faut y rester longtemps), le patron est absent ( il n'embauche plus, il désembauche), le prètre est devenu un homme, le syndicat dénombre ses militants, le politique est englué dans les affaires,l'adjudant est disparu avec le service ùmilitaire...Nous manquons de repères. Un service civique pourrait aussi servir à cela. Qu'en pensez-vous?

Beaucoup de jeunes s'engagent dans des actions, associations et s'intéressent à la vie publique. Je suis favorable à un service civique. Renouer le lien civique me semble important et permettre à tous les jeunes d'en bénéficier est une responsabilité collective. Je pense que l'éducation nationale doit être un des acteurs de cette démarche avec les collectivités et le secteur associatif. Nous montrerons ainsi que nous pouvons avoir confiance en la jeunesse.
